Michael C. Ray, PE, CCE, PSP, PMP

Managing Principal

Mr. Ray spent the first twenty years of his career working for two large general contractors managing heavy construction projects - radar sites, missile sites, airports, dams, highways, mass transit, treatment plants and various other industrial and environmental restoration projects. Mr. Ray's next twenty years were spent assisting federal, state and local government and private sector clients in the management, planning, cost, scheduling and dispute resolution aspects of these projects and assessing his clients financial and business risks. He has been involved in projects in United States, Europe, Asia and the Middle East.

In 2001, Mr. Ray founded Legis Consultancy to specialize in management consulting and litigation consulting, specifically: litigation strategy, contracts, cost, schedule, risk, forensic engineering and related issues. Mr. Ray is a licensed Professional Engineer (PE), a Certified Cost Engineer (CCE), a Planning and Scheduling Professional (PSP) and a Project Management Professional (PMP).

David R. Smart, JD, CCA, PMP

Senior Principal

Mr. Smart serves as President of Legis Consultancy. Early in his career, he focused on chemical and environmental research. After graduate school, he focused his attention on information analysis and technology. Mr. Smart then accepted a position with a national consulting firm emphasizing his experience in risk analysis and information technology management. Mr. Smart transitioned to an international consulting firm headquartered in Northern Virginia. In this position, he applied analytic, enterprise architecture and technology skills to promote the success of projects in the United States and Europe. After joining Legis Consultancy, Mr. Smart acquired two general areas of focus. The first area is comprised of management, cost and litigation analysis. The second area is intelligence analysis and related information technology. He earned his Juris Doctorate (JD) degree in 1995 and is a Project Management Professional (PMP). Mr. Smart is currently pursuing a Doctorate in Strategic Security.

Thomas J. Meyers, PE, PMP

Senior Principal

Following receipt of a degree in electrical engineering, Mr. Meyers was employed in various consulting firms specializing in cost/schedule issues related to large construction, environmental remediation and building construction projects. During that period, Mr. Meyers dealt with numerous private sector and government agency clients. He currently specializes in cost, scheduling and management issues as they affect heavy construction, environmental remediation, building construction and information technology projects and disputes arising from these projects. Mr. Meyers is a licensed Professional Engineer (PE) in Georgia and Florida and a Project Management Professional (PMP).

J. Michael Foley, PE, CCE

Senior Principal

Mr. Foley is a civil engineer by training and experience. He began his career working for a large contractor as an engineer, estimator, scheduler and project manager. Subsequently, Mr. Foley began his consulting career in the employment of various large consulting firms. He has concentrated his efforts in the areas of cost, schedule, project controls, risk analysis and management issues on a wide variety of projects including chemical demilitarization, environmental restoration, electrical power generation, complex structural steel projects and nuclear projects. He also has specialized in business operations and business risk analysis related to the construction industry. Mr. Foley is a licensed Professional Engineer (PE) in Georgia and Illinois and a Certified Cost Engineer (CCE) and has been accepted as an expert witness in various jurisdictions.

Patrick S. Ray, JD, CCC, PMP

Principal

As a Vice President of the firm, Mr. Ray's responsibilities include operations and the firm's private sector practice. Mr. Ray previously worked as a staff consultant for a Dow-Jones Industrial Index firm, advising executive management relative to productivity and financial/cost issues. With Legis Consultancy since 2001, he assists clients with contract interpretation, labor and equipment productivity, cost estimating and analysis and forensic accounting issues related to construction, environmental remediation and building construction projects, as well as, construction claims. Mr. Ray also applies his experience to issues relating to operations and business process. Mr. Ray is a Certified Cost Consultant (CCC), and a Project Management Professional (PMP). He earned his Juris Doctorate (JD) degree in 2007.

Gary D. Haddle, CCC

Principal

Mr. Haddle was employed by various construction companies prior to beginning his career as a cost consultant for a large construction cost engineering consulting firm. While there, he dealt with cost issues involved in large complex programs and projects for the U.S. government and private sector clients. He has a degree in industrial engineering, as well as, a strong mechanical engineering background. He has applied his technical and financial/cost analysis skills to issues arising out of heavy construction, building construction and environmental restoration disputes. Mr. Haddle is a Certified Cost Consultant (CCC) and has published on the subject of economic analysis applications to large, complex projects.

Jonathan W. Ma, CAPM, CCT

Associate

Mr. Ma graduated from The University of Georgia with a degree in management. Upon graduation, he worked at an Atlanta-based consulting firm where his duties included technical writing and data integration for manufacturing industry systems. Subsequently, Mr. Ma joined Legis Consultancy as an associate specializing in cost analysis. He is a Certified Associate in Project Management (CAPM) and is a Certified Cost Technician (CCT).

Michele R. Huff

Associate

Ms. Huff graduated in 1986 with a degree in graphic arts. Following graduation, she worked in the printing industry until joining Legis Consultancy in 2002. She performs two functions for the firm: (1) she is a researcher/analyst dealing with documents, document control and related duties and (2) she is the firm's graphic artist, preparing demonstrative evidence for use at trial.
