Mr. Ray founded Legis in 2001 and has over 50 years’ experience in both the public and private sectors. His experience includes Estimating, Pricing, CPM Scheduling, Proposal development, Negotiation, Claims Analysis, Environmental and General business, Project Management, Client Relations, and Executive Management. Project scopes have ranged from $10k to $15 billion in size. He has testified numerous times as an expert witness relative to construction disputes.  Additionally, he has published, taught, and lectured widely on construction and environmental issues for over 40 years.

David R. Smart

Mr. Smart has over 25 years’ experience in Analytical Consulting and Information Systems in the federal sector, including specialization in Cost Engineering, Regulation Interpretation, and Security. He has focused his consulting efforts on: Contract Analysis, Cost/Schedule, regulatory and management issues arising out of Construction, Environmental Remediation and Facilities Operations contracts; Economic Risk Analysis using Monte Carlo simulation; and Information Technology.  Mr. Smart focuses on Business Development, Client Management, Project Delivery, and Data Analysis methodology.

Patrick S. Ray

Mr. Ray has more than 20 years’ experience in labor and equipment productivity, and financial analysis, as well as 15 years’ experience in heavy construction in a wide array of industries including Civil Works, Military Construction (MILCON), Hazardous and Toxic and Radioactive Waste (HTRW), horizontal construction, and vertical construction.  He has significant experience with contract interpretation and contract management, as well as Cost Engineering, Earned Value, Cost Estimating, Scheduling, and Economic Risk Assessment, and he has worked on disputes involving federal and state agencies as well as private sector clients.

William A. Stevenson
Manager of Cost Engineering

Mr. Stevenson has served the private, local, state, and federal market segments for over 10 years as the Subject Matter Expert or Senior Lead for more than $6 billion in construction projects.  This diverse experience Includes Cost Engineering assignments for multiple agencies such as DOE, SPR, DVA, USACE, USAF, and NRCS, as well as many municipal and private sector clients. Mr. Stevenson has facilitated several risk workshops for the US Army Corps of Engineers, and has participated in Value Engineering studies for the Veterans Administration.  He has served on multiple PDT’s from the Feasibility through Execution phases, totaling more than $2 billion in construction. In his current position, he has managed multiple diverse estimating teams to deliver quality estimates meeting the most challenging needs of the client.

Michele R. Huff
Director of Administration

Ms. Huff has over 16 years’ experience in business management, including project management, marketing, accounting, and finance.  Since 2006, she has managed Legis’ business operations with a special focus on Human Resources, Financial Management, and Accounting.  Additionally, Ms. Huff provides logistical support to clients and vendors for project-related work and manages long-term corporate relationships to provide continuity and support in Legis’ business environment.
