U.S. Army Corps of Engineers, Institute for Water Resources Study,
Washington, D.C.
Project Phoenix was executed to place 1,100 megawatts on the electrical grid at seven sites in eastern Iraq, making it the single largest megawatt contributing project in the U.S. Government’s reconstruction program. Legis Consultancy was engaged to prepare an opinion paper as to the cost and schedule performance of the general contractor. Project Phoenix was valued in excess of $350 million.

Everglades Agricultural Area Feasibility Study
West Palm Beach, FL
As part of the larger Comprehensive Everglades Restoration Program Plan (CERP), Legis Consultancy was engaged to support the South Florida Water Management District (SFWMD) on a feasibility study for the expansion of the Everglades Agricultural Area. The expansion included a reservoir, pump stations, canals, spillways, culverts, and recreation areas. Additionally, Legis provided an Agency Technical Review of the feasibility study’s Estimate, Schedule and Economic Risk Analysis.

U.S. Army Corps of Engineers, McNary Avian Dam Deterrent Study
Umatilla, OR
McNary Dam is a U.S. Army Corps of Engineers (USACE) run 1.5- mile concrete gravity dam which spans the Columbia River. The dam contains fish ladders and fish bypass structures. In an effort to prevent juvenile salmon from being eaten by local birds, the USACE is building a laser Avian Deterrent System. Legis Consultancy has been engaged to provide Estimating support for the effort.

Morenci Mine Opinion Paper
Morenci, AZ
Legis provided an opinion to Freeport-McMoran as to the constructability, cost, and schedule for the construction of a proposed new construction crushing plant and contained equipment at the Morenci Mine. The Morenci Mine produces over 750 million pounds of copper annually and employs over 3,000 people.

Zurich North America Errors and Omissions Policies Best Practice Review
Atlanta, GA
Zurich North America engaged Legis to conduct a statistical analysis of its existing Errors and Omissions Polices to provide Best Practice recommendations for the future. Legis reviewed over 1,000 polices to collect data on insurance premiums, insurance deductibles, and claims history. Findings were presented to senior management.

KBR (formerly Kellogg Brown & Root) Estimating Handbook Study
Washington, D.C.
In response to recent government regulations relative to financial reform, KBR tasked Legis to review KBR’s internal cost estimating process. The study determined the extent that actual practice aligned with the firm’s estimating handbook. Legis reviewed the handbook and interviewed KBR management to document its findings.

Department of Energy, Office of Environmental Management, Technology Cost, Schedule, and Risk Review
Multiple Sites
Legis Consultancy with Pro2Serve as a subcontractor was engaged by U.S. Army Corps of Engineers (USACE) Huntington to independently assess the Lifecycle Technology Costs, Schedules, and Economic Risk Analysis of defense environmental cleanup programs under the 2021 National Defense Authorization Act (NDAA). Legis conducted the review for various active/potential technologies at the Hanford Site, Savannah River Site, Oak Ridge National Laboratory, and Idaho National Laboratory. The assembled Team included Subject Matter Experts (SME) in the fields of Estimating, Scheduling, Risk Analysis, and nuclear waste processing.

Port Fourchon Harbor and Channel Improvements
Fourchon, LA
The port commission wished to deepen the 5-mile channel from the Gulf of Mexico to the port. To obtain federal funding, the Commission initiated a feasibility study for the U.S. Army Corps of Engineers. Legis was a part of the engineering team that developed the study, including estimates and schedules. The project is valued at $250 million.

Los Angeles Metropolitan Water District, New Pump Station
Los Angeles, CA
Legis Consultancy was engaged to provide Cost Engineering expertise on a Value Engineering Charette. The project involved the modification of two Pump Stations for the Los Angeles Metropolitan Water District (MWD) located in Los Angeles, CA. The cost estimates included pump station modifications, civil works support, access road upgrades, site stabilization, and pipelining upgrades between the facilities. The Team provided the owner with Design suggestions and numerous potential cost
savings.
