The U.S. Army Corps of Engineers (USACE) Chicago District (LRC) wished to assess its pre-construction and construction scheduling process and align them with upcoming USACE-wide process changes and also requested in-district scheduling support. Legis Consultancy was engaged to provide two virtual in-district schedulers, one focused on process review and one on day-to-day scheduling activities. Personnel are responsible for Schedule development and analysis, Re-benchmarking, Financial updates and reporting, Performance dashboard creation and updates, Process analysis, Implementation of Lakes and Rivers Division Best Practices, and weekly collaboration with senior management. Legis is responsible for recommending improvements to scheduling processes including the Monthly Battle Rhythm, Resource Leveling, Benchmarking, and Earned Value Management.

South Florida Water Management District, G-6A Pump Station Project Controls

Legis Consultancy was engaged to provide Project Controls, including Baseline Schedule Review, Recovery Schedule Review, Change Order Reviews, and Monthly Schedule Submittal Reviews for the construction of the G-6A Pump Station. The pump station will include three 500-CFS pumps to provide redundancy to current S-6 Pump Station. Project is projected to take 36 months to complete.

South Florida Water Management District, S-623 Pump Station Project Controls

The S-623 Reservoir Pump Station will be the largest built under the Comprehensive Everglades Restoration Program Plan (CERP) requiring 9 pumps (3 sizes), the largest of which requires a 5,000-horsepower engine to operate. Legis Consultancy will provide monthly Project Controls, Claims Support, and Change Order Analysis services for the project, which is anticipated to last 54 months.

South Florida Water Management District, Clewiston Field Station, Project Controls

Legis Consultancy was tasked to provide monthly Project Controls for the new construction of a replacement of the Clewiston Field Station. The 16-acre site includes the construction of a new microwave tower and communications equipment IT facility, new buildings for administration, maintenance, vehicle wash, chemical storage, generator, and dumpster. The project also includes a fuel island, fuel storage, helipad, helipad fuel facility, sanitary sewer lift station, entry gates, drives, pavement, laydown areas, landscaped walking pathways, and stormwater detention areas. The project is expected to take 27 months to complete.

South Florida Water Management District, Construction Village Project Controls

Legis Consultancy has been engaged by the South Florida Water Management District to provide project controls services for the new construction of a Construction Village. Legis is responsible for reviewing the baseline schedule and all monthly submittals for contract compliance. The Construction Village Project is a new construction effort to provide construction trailers, laydown areas, and associated facilities for future projects in the Everglades Agricultural Area. The site encompasses 40-acres, and construction is expected to take one year. The project value is approximately $20 million.

Legis Consultancy was engaged to provide in-district Project Controls support for the U.S. Army Corps of Engineers (USACE) Middle East District’s mega projects (total value over $2 billion) located in Qatar, Jordan, and United Arab Emirates. Legis’ tasks included task planning, scheduling of scope activities, budget development, tracking and reporting of significant engineering milestones and deliverables, and weekly reporting to senior management. The engagement lasted almost two calendar years.
